Eligible Offset Project Types Under Kerry-Boxer -- Will Landfills and Coal Mines Make the Cut?
To date, landfill gas offset projects have provided fairly straightforward project opportunities in the international and US voluntary markets. However, as currently written, the Waxman-Markey bill (H.R. 2454) would eliminate landfill gas offsets entirely after the start of the program, per Title VIII, Part A, Section 811, which establishes stationary source performance standards covering methane emissions from landfills and other significant sources.
Specifically, the bill states that EPA must identify uncapped CH4 emission sources individually above 10,000 CO2e tons per year, which are collectively responsible for at least 10% of uncapped economy-wide emissions of CH4. This threshold is clearly met by the landfills and coal mines. Read more…
