ecosecurities is working closely with the Government of Timor-Leste, through the Ministry of Tourism and Environment and the office of the Designated National Authority (AND, IP), to implement the ‘Improved Cookstove and Community Development Project in Timor-Leste.’

The project aims to distribute up to 200,000 improved cookstoves (ICS) to rural households across the country over the next three to four years. Distribution of the ICS will be executed in batches to all municipalities. Currently, the Project has distributed over 2,000 ICS in Dili, Aileu, and Likisa in 2023, and will distribute another 5,000 ICS this year.

ecosecurities intends to establish an office in Dili to support the implementation of the project, including the importation, distribution, monitoring and maintenance of the cookstoves. Currently, a small team has been formed and it needs additional support for the growing pace of the project.

Job Summary

The database officers will support the data collection and registration during the importation and distribution of the stoves, monitor and maintain their usage, and support the project officer and country manager to provide training and capacity building for the ICS recipient communities and households.

Main Responsibilities

  • Coordinate with the country manager and project officer on distribution activities, including but not limited to beneficiary selection, mapping beneficiaries’ location, etc. at the village / rural community level, and preparing all databases for the collection, storage and analysis of all data.

  • Support any meetings scheduled with community leaders in the targeted villages.

  • Conduct thorough checking on selected beneficiaries to ensure that the criteria are met.

  • Manage all data collection process, including management of the project’s database for the distribution event and the monitoring survey; and combine and crosscheck data from both.

  • Maintain verified and updated data required for calculation of emission reduction.

  • Support the distribution and monitoring activities together with the project officer.

  • Liaise closely with the country manager and project officer to ensure successful process during distribution and monitoring of ICS.

Essential requirements

  • Bachelor’s degree with two years’ experience in database management, community project implementation and engagement activities.

  • Proficient in excel spreadsheet or other database system.

  • Willing and able to travel to the selected municipalities and remote areas of Timor-Leste.

  • Drivers licence (either motorbike or SUV) is an advantage.

Other skills / interests:

  • Good English.

  • Interested in data management, environmental, social, and economic development issues, and public speaking.
