Background of the project
Emissions Asset Management (EAM) and ecosecurities are working closely with the Government of Timor-Leste (GOTL), through the office of the Secretary of State for the Environment, in order to implement the ‘Improved Cookstove and Community Development Project in Timor-Leste.’
The project has a goal to distribute up to 200,000 improved cookstoves to rural households across the country over three years. Distribution of the ICS will be executed in batches, with the first batch of 30,000 expected to be distributed in 3 municipalities (namely Aileu, Dili, and Likisa) starting in the first half of 2023.
Ecosecurities intends to establish an office in Dili to support the implementation of the project, including the importation, distribution, monitoring and maintenance of the cookstoves.
We are currently opening two (2) positions for a project officer and one (1) administration and finance officer who will be working with the team in Dili.
Role Summary
1. Project Officer (2)
The project officer will support the importation and distribution of the stoves, monitor and maintain their usage, and provide training and capacity building to the ICS recipient communities and households.
Key Work Outputs and Accountabilities
Coordinate with relevant GOTL authorities on planning and delivery of all ICS project activities, both at the central government level and at the village / rural community level;
Organize meetings on a regular basis with community leaders in the targeted villages;
Advise and assist village leaders regarding key ICS project criteria for selecting households to receive the cookstoves;
Liaise closely with village leaders prior to executing any plans regarding the distribution, maintenance, monitoring, and capacity building activities;
Develop and execute the ICS user’s awareness campaign;
Other relevant tasks that can support the successful implementation and monitoring of the improved cookstove project.
Qualifications
Essential:
Bachelor’s degree with at least three years’ experience in project implementation and community engagement activities;
Willing and able to travel to the selected municipalities and remote areas of Timor-Leste;
Have driving licence (either motorbike or car/SUV);
Competent computer user;
Proficient in English, with at least having intermediate level for writing and reading.
Skills / Knowledge
Interested in environmental, social, and economic development issues, and public speaking.
2. Administration and Finance Officer (1)
This role is important for the operations of the office in Timor-Leste, especially in administration and finance.
Key Work Outputs and Accountabilities
Oversee the daily management and administration of the office;
Support managing all cash disbursements;
Prepare annual budgets, and monthly budget revisions, for discussion with and approval by ecosecurities;
Assist in managing all local business contract negotiations, and the payment of all invoices;
Other relevant tasks that can support office operation and the successful project implementation.
Qualifications
Essential:
A bachelor’s degree in administration or finance with at least two years of experience in project implementation;
Have driving license (either motorbike or car/SUV);
Have strong knowledge of working with private sectors and logistic agencies in Timor-Leste;
Competent computer user.
Skills / Knowledge
Intermediate level of English;
Interested in environmental, social, and economic development issues, and public speaking.
